XII th PLAN (2012 - 2017) PROJECTS

PARE HYDRO ELECTRIC PROJECT (110 MW), ARUNACHAL PRADESH

The Pare Hydro Electric Project (2 x 55 MW) is planned as a R-o-R scheme on the Dikrong River downstream of the powerhouse of the first stage of the Ranganadi Hydro Electric Project in the Papumpare District of Arunachal Pradesh. This project is part of the Dikrong - Panyor Development Scheme located in the state of Arunachal Pradesh. A concrete diversion dam of 78 m height is proposed to be constructed. The water from the reservoir thus created will be carried through a 2.81 Km long, 7.5 m dia modified horseshoe shaped Head Race tunnel for feeding 2 units of 55 MW each. As per TEC, the project is envisaged to generate annually 506.42 MU of power with 1st year & Levellised Tariff of Rs. 2.38 and Rs. 2.01 per unit respectively involving total cost of Rs. 553.25 Crs. (including IDC) at June, 2007 Price Level. Project is scheduled for commissioning in 44 months time from date of CCEA Clearance.

Memorandum of Agreement (MoA) for execution and operation of Pare HEP was signed on 21.09.2006 between NEEPCO and Govt. of Arunachal Pradesh.

Techno Economic Clearance (TEC) was accorded by CEA on 24.09.2007

Environmental Clearance has been obtained from MOE&F, GOI on 13.09.2006.

In principle approval for diversion of Forest land has been accorded by MOE&F, NER on 11.01.2008

Power Purchase Agreement (PPA) was signed on 24.11.2006 with the beneficiaries of the North Eastern States based on the requisition served aggregating 181 MW.

The PIB meeting held on 28.01.2008 considered the proposal and recommended that the project may be placed before CCEA for investment decision.

The Notice Inviting Bids (NIB) for Design and Review Consultancy had been floated on 30.01.2008. Techno-Commercial Bid opened on 21.04.2008 and evaluation is under process.

The NIB for Package-I (Civil and Hydro Mechanical works) and Package-II (Electro Mechanical Works) under ICB route had been floated on 30.01.2008. Techno Commercial Bid for Package-I opened on 11.08.2008 and for package - II opened on 30.09.2008 and evaluation is under process.

CCEA Clearance for Pare Hydro Electric Power Project accorded on 6th of November 2008.

Dr Manmohan Singh , Hon'ble Prime Minister of India laid the foundation stone of Pare HE Project on the 31st of January 2008.

TIPAIMUKH HYDRO ELECTRIC(MULTIPURPOSE) PROJECT (1500 MW), MANIPUR

This project will be one of the largest Hydro Electric Project in Eastern India to date and will be located 500 meters downstream of the confluence of the Tuivai and Barak Rivers in the District of Churachanpur in the State of Manipur, near the Manipur - Mizoram border. The Project will have a 6 X 250 MW power house. The project is envisaged to generate annually 3805.7 MU of power with 1st year & Levellised Tariff of Rs. 3.11 and Rs. 2.65 per unit respectively (under staggered free power) involving total cost of Rs.5855.83 Crs. (including IDC) at Nov, 2005 Price Level. Project is scheduled for commissioning in 87 months time from date of CCEA Clearance.

PIB held on 25-10-2005 & 31-01-2006. CCEA Clearance awaited.

All statutory clearances , except forest clearance have been obtained.

Environmental Clearance accorded by MOE&F , GOI vide letter dated 24.10.2008

RANGANADI HYDRO ELECTRIC PROJECT - STAGE II(130 MW), ARUNACHAL PRADESH

This project is planned as a storage scheme, as a part of staged development of Dikrong - Panyor Basin upstream of commissioned Ranganadi HE Project (405 MW). The scheme consists of construction of a 123 m high composite diversion dam and a dam toe power house housing 2 units of 65 MW each. As per DPR, the 1st year tariff and levellised tariff for the project are Rs 3.91 per kwh & Rs. 3.17 per kwh respectively. The estimated time of completion of the project is 4 years, after CCEA clearance from the Government of India.

DPR submitted to CEA on 17.03.2006 for TEC.

CEA returned the DPR due to high tariff. As advised by the CEA, the project parameters including Cost Estimate of the project are under review.

Comprehensive Environmental Studies (EIA/EMP) for the Project completed.

The State Govt. has withdrawn authorization earlier issued to NEEPCO for carrying out S&I activities and preparation of DPR since April'08.

Draft MOA sent to the State Govt. is pending in view of the issue of Upfront Premium @ Rs.5 lakh per MW

BADAO HYDRO ELECTRIC PROJECT (70 MW), ARUNACHAL PRADESH

This Project is a R-o-R scheme over Kameng River in East Kameng District of Arunachal Pradesh. As per DPR, it envisages construction of a 65.85 m high concrete gravity dam which will divert the waters of the Kameng River by a Head Race Tunnel of 3.415 Km long & 5.35 m dia for feeding 2 units of 35 MW each. As per DPR, the 1st year tariff and levellised tariff for the project are Rs 2.73 per kwh & Rs. 2.16 per kwh respectively. The Project is estimated to be completed in 4 years, after CCEA clearance from the Government of India.

The DPR for this project was submitted to CEA in Mar'06 for according TEC. The cost of the project being less than Rs.500.0Crs, the DPR was returned back by CEA as per the existing policy/guidelines of CEA.

Based on cleared Geo-Technical report, Hydrological report etc.; the DPR has been revised & submitted to MOP on 20.04.2007. Scrutiny of DPR discontinued for want of MOU with the State Govt.

Comprehensive Environmental Studies (EIA/EMP) for the Project completed.

MAWPHU HYDRO ELECTRIC PROJECT (90 MW), MEGHALAYA

The Mawphu H.E. Project, located in the East Khasi Hills District of Meghalaya, envisages utilization of hydro power of Umiew River , for generation of 90 MW electric power on a run-of-river type development harnessing a rated head of 440.56 m and nominal discharge of 22.53 cumec.

As per DPR, a 48m high concrete gravity dam is proposed across River Umiew, which will divert water through a 3.25 m dia & 5.6 km long head race tunnel to a surface power house housing 2 units of 45 MW each. The 1st year tariff and levellised tariff of the project are Rs 2.45 per kwh & Rs. 1.98 per kwh respectively. The project is scheduled to be completed in 4.5 years, after CCEA clearance from the Government of India.

Stage-I site clearance obtained.

The DPR was submitted to MOP on 29.03.2007 (being project cost less than Rs.500.00 Crs.) and subsequently MOP forwarded the DPR to CEA for examination.

The observations raised by CEA/CWC have been attended. Meanwhile, NEEPCO has already submitted clarification to the observations on Hydrology to CWC in the month of Jan'08, concurrence awaited.

Revised Geological Report covering all the observations of CEA have been submitted along with comments of Geological Survey of India, North Eastern Region.

The Govt. of Meghalaya under its letter dated 09.04.2008 communicated its decision that the MOA earlier drawn with NEEPCO on 20.12.2007 for development of the project will not be operationalized till further order.

Comprehensive Environmental Studies (EIA/EMP) for the Project completed.

KAMENG-I (BHARELI-I) HYDRO ELECTRIC PROJECT (1120 MW), ARUNACHAL PRADESH

The Project is a R-o-R scheme across River Kameng in the East Kameng District of Arunachal Pradesh. As per the PFR, the scheme envisages construction of a 123m high concrete gravity dam about 4.5km upstream of the power house of the ongoing Kameng H.E. Project. The diverted water will be conveyed through eight no of 5.9m dia & 165 m long penstocks embedded in the dam to a surface power house having installation of 8 units of 140 MW each. The project is estimated to be completed in 6 years after receiving CCEA clearance from the Government of India.

Stage-I site clearance obtained.

MOA signed with the Govt. of Arunachal Pradesh on 21.09.2006 for execution of the Project.

TOR for carrying out EIA/EMP studies has been accepted by MOE&F. However, preconstruction activities for DPR preparation were not allowed.

Application submitted to the Addl. PCCF (WL&BD) & Chief Wildlife Warden, Govt. of Arunachal Pradesh for de-notification of area under Pakke Tiger Reserve on 20.03.2008.

Joint field inspection by the Divisional Forest Officer, Pakke Wildlife Sanctuary Division, Seijosa and NEEPCO Official has been completed during the month of May 2008.

KAPAK LAYAK HYDRO ELECTRIC PROJECT ( 160 MW), ARUNACHAL PRADESH

This Project is a R-o-R scheme planned on River Pachuk, a major tributary of the River Kameng located in the East Kameng District of Arunachal Pradesh. As per the PFR, this project involves construction of a gated diversion dam of 18m height. and the diverted water will be carried through a 2.7 km long tunnel and 4.9 km long power channel to the Power House to utilize a design head of 245 m. The Power House will have an installed capacity of 160 MW with 4 units of 40 MW each. The estimated completion time of the project is 4 years and 4 months, after receiving CCEA clearance from the Government of India.

The State Govt. has withdrawn authorization earlier issued to NEEPCO for carrying out S&I activities and preparation of DPR since April'08.

Draft MOA sent to the State Govt. is pending in view of the issue of Upfront Premium @ Rs.5 lakh per MW.
